  October 16 this year is the 43rd World Food Day, and the National Food Security Awareness Week was opened simultaneously. In order to further study, publicize and implement the spirit of General Secretary Xi Jinping's important thesis on establishing the concept of "big food", to create a strong atmosphere in society as a whole for emphasizing agriculture and promoting food, and to secure the rice bowls of more than 1.4 billion Chinese people with more vigorous measures, the theme of this year's National Food Security Awareness Week has been set as "Practicing the concept of "big food" to ensure food security".

  To practice the big food concept and guarantee food security, we should deepen our understanding and take on the responsibility. Since the 18th CPC National Congress, under the strong leadership of the CPC Central Committee with Comrade Xi Jinping as the core, China's food production capacity has been continuously enhanced, the level of modernization of food circulation has been significantly improved, the structure of food supply has been continuously optimized, and the guarantee of national food security has become more powerful, which provides support and guarantee for the building of a moderately prosperous society in a comprehensive manner, and a road of food security with Chinese characteristics has been taken out. After years of unremitting struggle, China has nourished nearly 20% of the world's population with 9% of the world's arable land and 6% of the world's freshwater resources, and has gone from 400 million people "not having enough to eat" before the founding of New China to more than 1.4 billion people "eating well" today, which is a resounding answer to the question of "Who will feed China? The question of "who will feed China" has been answered loud and clear. On this basis, from the perspective of better meeting the people's needs for a better life, and in line with the trend of changes in the people's food structure, we have set up the concept of "big food" and improved the food supply system, which is conducive to improving the resilience of the food industry chain and supply chain, better balancing the supply of and demand for various types of food, meeting the people's increasingly diversified food consumption needs, and continually enhancing the general public's sense of gain, happiness and security.

  In practicing the concept of big food and guaranteeing food security, it is necessary to broaden our vision and clarify our thinking. China's vastness, land and sea, in addition to arable land, there are more than 4 billion mu of woodland, nearly 4 billion mu of grassland and a large number of rivers, lakes and seas and other resources. To protect the ecological environment under the premise of the rational use of various types of resources, appropriate food is food, appropriate economic is economic, appropriate pasture is pasture, appropriate fishing is fishing, appropriate forest is forest, the formation of the market demand with compatible, with the carrying capacity of resources and environment to match the modern agricultural production structure and regional layout. From the arable land resources to the entire land resources to expand to the forest for food, vigorously develop woody grain and oil, forest food; to the grasslands for food, and actively promote the intensive development of grassland animal husbandry; to the rivers, lakes and seas for food, stabilize the aquaculture, and actively develop pelagic fisheries; to the facilities of the agriculture for food, the development of modern facilities for aquaculture, exploring the wisdom of agriculture, plant factories, and effectively alleviate the constraints on the natural resources of China's agriculture. We should take market demand as the guide, deepen the structural reform of the agricultural supply side, and develop food resources in an all-round and multi-channel way, so that there will be more diversified, nutritious and healthy food on the table of the common people.

  To practice the concept of big food and guarantee food security, it is necessary to strengthen the foundation and enhance the capacity. "The people are the foundation of the country, and the grain is the life of the people." Guaranteeing food security is an eternal issue that cannot be relaxed at any time. Adhere to the party and government, strengthen the assessment-oriented role, the implementation of the "hide food in the land, hide food in technology" strategy, comprehensively strengthen the food production, reserves, circulation capacity building. Continuously enhance the storage and control capacity, coordinating the market-oriented acquisition and policy acquisition, optimize the variety structure and scale of grain reserves and regional layout, strengthen the monitoring and early warning and market guidance, improve grain storage and logistics facilities, a reasonable grasp of the pace and intensity of the policy grain sales, and deepen the cooperation between grain production and marketing, to ensure that the grain market supply is adequate and running smoothly. Improve the food emergency supply system, do a good job of upgrading the food emergency protection capacity of weak counties in special areas, and continuously improve the effectiveness of food and oil emergency protection.

  To realize the big food concept and ensure food security, it is necessary to economize and reduce losses. Food conservation and loss reduction can effectively reduce both the pressure on supply and the use of resources. Establishing the concept that saving and reducing losses is increasing production, and in accordance with the requirement of making simultaneous efforts at both the production increase and loss reduction ends, earnestly implementing the Food Saving Action Program, and strengthening the whole chain of control. It has carried out green grain storage standardization pilots and subregional technology integration demonstrations, accelerated the upgrading and transformation of storage facilities, and vigorously promoted green low-temperature grain storage technology. It has formulated and revised a series of standards for grain conservation and loss reduction, guided the moderate processing of rice, wheat and other grains, and improved the conversion rate of grain and oil processing. Making full use of important nodes such as World Food Day and National Food Security Awareness Week, it has widely publicized the experience and practice of grain conservation and loss reduction, and vigorously advocated the social trend of food conservation and healthy consumption.
